Costa Rican lawmakers’ sought the assistance of ChatGPT in formulating a law on their behalf. This comes with their desire to address the necessity in the regulation of artificial intelligence.
Requesting the chatbot to adopt a legal perspective and adhere to constitutional guidelines, the members of Congress instructed it to draft a bill. Subsequently, the lawmakers got the text generated by ChatGPT.
As a recommendation, ChatGPT proposed the establishment of an institution in Costa Rica responsible for regulating AI systems. This institution would operate under the principles of accountability, explainability, bias prevention, and safeguarding human rights.
AI Regulation in Latin America
The law, introduced in May, is now being discussed in public forums before coming to the parliamentary committee. This is for possible modifications and further consideration in Congress.
In the last year, Costa Rica has participated in or approved AI regulation, making it the eighth nation in Latin America to do so.
Congresswoman Johana Obando argued against the measure while supporting AI regulation, claiming ChatGPT had made up data and provisions of the Costa Rican constitution. She described the law as a compilation of well-intentioned objectives. Her main issue was that it lacked significant enforcement tools. This has become a frequent problem with AI legislation discussed around Latin America.

The AI Act of the European Union includes rules like restricting the use of AI in biometric surveillance and ensuring transparency about AI-generated material. Many Latin American legislators are aggressively promoting throughout Latin America.
The First AI Regulatory Bill in Latin America
The Peruvian Congress successfully approved the first AI regulatory bill in the area in June; it now needs the president’s signature to become law. The bill creates a federal agency tasked with monitoring the development of AI while adhering to the values of online safety and morality
Congressman Jose Cueto, underlined that this measure is part of the data protection and national cybersecurity plan.
